Andy Burnham has set out a strikingly different blueprint for power, saying Manchester would host a prime minister’s office if he reaches Downing Street, with “No 10 North” acting as the “nerve centre of a rewired Britain”.
The move is more than a symbolic nod to the North. It suggests a future government built to look and feel less London-centric, with direct consequences for how policy is designed, delivered, and judged.
Speaking in Manchester on Monday, Burnham said the new operation would be central to his plans to shift authority away from Whitehall and toward the regions.
He framed the proposal as part of a wider “largest rebalancing of power” and linked it to stronger regional control over housing, welfare, and education. That matters because it turns devolution from a constitutional talking point into an administrative model for government itself.
The overlooked effect may be on business confidence outside the capital. Supporters say a Manchester-based hub could sharpen regional decision-making and create a more direct channel between government and northern cities, while critics may see a risk of split leadership and slower coordination at the centre.
